Michael, Thanks for the comment and I agree completely that energy efficency is a much better way to spend money. Dealing with fuel poverty will need us to look also at the development of 'Social Tariffs' or in respect of water they refer to them ...

Fuel Poverty: Gr8 give away or an opportunity lost

We can probably all recall some months ago the trio of senior Ministers trouping out to announce more good news – ‘we are going to distribute £22m to those living in the most acute fuel poverty’. New economy thread

This process is new to me but I'm getting interested in it.

Alan made an interesting observation in relation to a point I was making in respect of using our public spend to invest in indiginous industry, which I thank him for.

The point was as follows:
